Classroom & Library Book Lists

In compliance with SB13, Howe ISD provides online access to all classroom and library book lists for parents and guardians. If you would like to review or express a concern about a classroom collection item, please contact both the teacher and the campus principal. For library materials, please contact both the campus librarian and the campus principal.

Library Materials Acquisition & Review Procedures

Why This Matters
State law (SB 13) requires schools to have clear procedures for selecting and accepting library books and resources. These steps ensure that all materials support learning, reflect community standards, and are reviewed transparently.

Purpose
The Board of Trustees is committed to ensuring that all library materials acquired or donated to the District reflect community standards, support student learning, and comply with state law. This policy establishes the procedures for the procurement and acceptance of library materials in accordance with Texas Education Code §33.026, as amended by Senate Bill 13.

How Library Materials Are Added to School Library or Classroom Collections   

Step 1 – Proposal
Librarians or teachers may propose new library materials to be purchased. Teachers may submit new proposed books by clicking the button below.  New books will be added three times per year.  Please see cutoff dates for submitting proposed books.

Step 2 – Review
The Director of Library Services will review the list to ensure suitability for the library or classroom collections.

Step 3 – Public Review
The list of proposed books will be posted and be made publicly available for 30 days before Board action.

Step 4 – Board Approval
The School Board will then vote to approve or reject the new books. 

Step 5 – Library Collection
The approved books are then added to the school or class library collection.

Cutoff Dates for Book Proposals: 
September 19, 2025
January 16, 2026
April 17, 2026

 

Final Authority
The Board of Trustees retains final authority for approving or rejecting the procurement or acceptance of library materials for all District libraries and classrooms.

Challenging a Library Material

Parents or community members who have concerns about a library material may request a review.

  1. Submit a Library Material Challenge Form

  2. The material remains in circulation while under review.

  3. The LSLAC reviews the request and makes a recommendation.

  4. The School Board makes the final decision in an open meeting.

How to Stay Informed
All proposed book lists for purchase or donation are posted for public review on the district Howe ISD/Community Library page. Notices are also shared through school newsletters and parent communication channels.
