District of Innovation

The District of Innovation concept, passed by the 84th Legislative Session in House Bill 1842, gives traditional independent school districts most of the flexibilities available to Texas’ open-enrollment charter schools.

A District of Innovation designation allows local school districts to obtain exemptions from certain provisions of the Texas Education Code to allow more flexibility and local control for innovative programming. On November 14, 2016, the Howe Independent School District held a public hearing to allow our citizens to learn more about the District of Innovation designation and provide feedback. Based on feedback from this public hearing, the Howe ISD Board approved a Motion to pursue the local District of Innovation plan.
